Also note, whoever this was knew when the victim left, which car was hers, and what the witness environment would be like at that time of day. Whoever it was either had run surveillance before, or had access to Cabal’s ground surveillance files, (which contain that information on all of us.) Also, although Police may be in the dark, I can guarantee you, somebody was watching, and they know exactly who that was.
