Someone linked to a movie about targeting, called “The Spark.” I looked into the guy who made it, and it turned out he was a cofounder of Lionsgate. Locally, none of the voting machines has had any paper trail since the early ‘oughts. No paper tape, and on the ones that use paper ballots, the ballot gets dropped into a scanner/shredder specifically to ensure no paper trail.

My understanding is they are buying phone geolocation data. It is frightening hat can be done with that, as all you need is a home address to tie a phone to someone.
That’s total bullshit. What if someone uses that data to stalk / murder someone?
Their position is, it is just the GPS of the IMEI, so places like McDonalds may want to but a batch of several million, and see who stops regularly at their stores, so they can text them as they come up on a franchise with a coupon for a cheap Big Mac or something. That bad thing is, people leave their phones on at home, so they can be linked to somebody, and it catches everything you do with the phone with you. It is out there, that is how Seruga can do what he claims to do. Whether he is actually buying the data or not and doing honest analysis I do not know, but that is how it could be done.
All of this data collection and sales should be illegal, it’s stalking.
