There are no two ways about it – if the CIA was operating domestically (and it is almost certain it was, and was probably behind the domestic surveillance network), the whole agency is going to need to be reduced to an analysis wing of bookworms and number crunchers, and Mil-Intel is going to have to handle all operational intelligence activities. There is no way CIA can go as far off the reservation as it probably has, and just get its collar yanked and sternly warned to not do it again. Trump is not a guy who handles things half-assedly, and if he doesn’t deal with it permanently, they will come back at him after they have rebuilt:
