As far as voting… it would be simple enough to declare people in each donated part of the District as de jure residents of the original states. If your residence was formerly on Virginia property, for the purpose of elections you’d vote as a Virginian.

Update from Canada. On Jan 7, the day after the storming of the Capitol, the radio announced in the morning that president Trump had been permanently banned from twitter. There was a little bit of muted news chatter about “oh, that’s aweful”, but by that night, and ever since, the radio has been playing all the upbeat anthems and GenX favorites. Almost no news at all. Normally when scanning the radio stations, half of them are news. Now, it was hard to find any news at all on the radio, and what little there is says almost nothing about the situation in the USA. I almost never listen to the radio, but flipped it on after hearing that news in the store about twitter, the first song I heard was “Can’t Hold Us” by Macklemore and Lewis. Catchy enough little fight/overcome party anthem. We have talked over the months about the crossing of the Rubicon. So this lyric stood out to me:

I think the radios are trying to massage peoples amygdalas and wind them down right now, full time, non stop. If I hadn’t read this site and learned about r/K, amygdala, and narcissism, I wouldn’t have picked up on it, or had a language to express it in.
The people in control are very scientific about everything they do. The shit they have been studying and the techniques they have been developing are highly technical.

The boingboing.net site uses exactly this technique. Political articles and comment sections to wind you up and then adjoining articles literally about puppies and cute animals next. It’s strange when you see it the first time but I agree how r/K theory is so useful in giving a language to understand it.
