A note on the ballot calibration issue above. As a long time graphic artist I would point out that those calibration marks can be set during the process of page building. Adobe InDesign is the standard page layout tool used by graphic artists and designers everywhere. (in the old days it was Quark, but that is no longer the case.) In any event, when you have your page set up and you want to print it or output it to a PDF file, which is the norm nowadays, you have manual control over where those marks go. Normal procedure is to offset them 1/8″ for most jobs. This allows for bleed to be included and insures standards are met. But they can be set for other values, for instance pushing them farther out or father in. It’s entirely up to the individual setting up the page.
