When you look at this, note the ceiling tile is removed over the computers where he is doing this, and he never looks up there, or confirms there is no camera up there:

He downloads data from the Election Management Server onto a USB, inserts it into the external laptop, manipulates ballot scans in the file explorer, ejects the usb, palms it, distracts the people nearby, then suspiciously walks out of the room.

The machines should not be connected in any way. The fact that he plugged the Election Management System data into an external laptop and manipulated it in the file explorer before palming it is enough to consider the entire election in that county to be compromised.
